Best CRM for real estate agencies in Dubai (2026)

Best CRM for a Dubai real estate agency: a buyer's guide cover with a CRM scorecard rating portal leads, official WhatsApp, lead routing and data ownership

Quick answer: The best CRM for a real estate agency in Dubai is one that pulls Property Finder, Bayut and Dubizzle leads into one pipeline, runs WhatsApp on Meta's official API, routes every lead to an agent within minutes, enforces DLD permit numbers on listings, measures each agent, and keeps the data with the agency when people leave.

Key takeaways

  • Score every CRM on the same checklist: portal leads, official WhatsApp, routing, listing compliance, performance, data ownership, local fit and total cost.
  • WhatsApp should run on Meta's WhatsApp Business Platform on a company number, not on agents' personal accounts. Meta bills per message, so ask who pays Meta and whether the CRM adds a fee on top.
  • Dubai advertising is regulated: a DLD advertising permit costs AED 1,000 for most ad types, and the regulator monitors ads on Property Finder, Bayut and Dubizzle with AI.
  • Data ownership is the question owners forget: when an agent resigns, their leads, chats and notes must stay with the agency.
  • Judge cost over three years, including setup, migration, training, add-ons and the time agents lose to copying leads by hand.

Last checked: 25 October 2026.

This is the agency owner's buying checklist. If you want a shortlist of what is on the market, read our guide to the best real estate CRM in Dubai. This post gives an owner or sales manager a way to judge any real estate agency CRM in a demo and score it. Finding the best CRM for a real estate agency in Dubai, one your team will actually use, comes down to a handful of questions.

The stakes are real. Dubai recorded over 270,000 real estate transactions worth AED 917 billion in 2025, up 20% on the year before (Dubai Media Office, January 2026). The Dubai Land Department counted 32,294 registered brokers and 9,785 brokerage offices at the end of 2025, with brokerage commissions of AED 13.59 billion (DLD, March 2026). That is a lot of agencies chasing the same buyers.

Eight point checklist for choosing a real estate agency CRM in Dubai: portal leads, official WhatsApp, lead routing, listing permits, agent performance, data ownership, local fit and total cost

What should the best CRM for a real estate agency in Dubai do?

A real estate agency CRM is the system where every enquiry, conversation, listing and deal lives, so the agency (not the individual agent) owns the client relationship. In Dubai it has to fit how business arrives: through portals and WhatsApp, at all hours, in several languages. These are the eight areas that matter most.

AreaWhat good looks likeWhy it matters in Dubai
Portal leadsProperty Finder, Bayut and Dubizzle enquiries arrive automatically with the listing they came fromPortals are a main source of enquiries
WhatsAppMeta's official WhatsApp Business Platform, chats beside the lead, company numberIt is where clients and agents already talk
Lead routingRules that assign every lead in seconds and move it on if nobody callsA slow reply can lose the viewing
Listing compliancePermit number stored on the listing, no portal push without itDLD monitors portal ads with AI
Agent performanceCalls, WhatsApp, meetings, won deals and commission per agentYou cannot coach what you cannot see
Data ownershipLeads and chats stay with the agency when an agent leavesClients often follow the agent
Local fitAED, Dubai time, Arabic and English, clear data handling under UAE lawYour clients, contracts and regulator are local
Total costClear licence terms, no surprise add-ons, low setup effortThe sticker price is rarely the real price

How should Property Finder, Bayut and Dubizzle leads reach the CRM?

Automatically, and with context. If an agent has to log into three portal dashboards and copy names into a spreadsheet, leads will be missed on busy days, and nobody will know which listing produced them.

When you test a CRM, check three things:

  • Every portal you pay for. Ask which ones the CRM receives today, not "on the roadmap".
  • The listing travels with the lead. A lead that says "enquiry about Dubai Marina 2BR, ref 1234" is far easier to answer than a bare phone number.
  • Duplicates are handled. A buyer who enquires on two portals should become one contact, matched by phone number.

Listing publishing is a separate question from lead delivery. Decide before the demo whether you want to push listings to the portals from the CRM or keep using the portal dashboards. In Majlis, enquiries from Property Finder, Bayut and Dubizzle arrive in the same pipeline as WhatsApp, lead ads and website forms, and listings can be published to Bayut and Dubizzle from the CRM.

Official WhatsApp API or personal WhatsApp: what does a real estate agency CRM need?

The WhatsApp Business Platform (often called the WhatsApp Cloud API) is Meta's official way for a business to connect WhatsApp to software such as a CRM. Personal WhatsApp is not built for that, and its terms of service prohibit "non-personal use of our Services unless otherwise authorized by us" (WhatsApp Terms of Service).

The practical difference is ownership. When an agent sells from a personal number, the chats and often the client leave with them. On a company number connected through the official platform, the agency keeps every conversation.

Who owns the chatsThe agentThe agency
Manager visibilityNone unless the agent sharesChats sit beside the lead in the CRM
Templates and bulk sendsNo approved templatesApproved templates, billed per message by Meta
Automation and AINot connected to anythingCan read chats and suggest replies inside the CRM

From Meta's own documentation:

  • Meta charges per message. Since 1 July 2025 the platform bills per delivered message, by category and recipient country. Messages customers send to the business are free.
  • Some free messages ended on 1 October 2026. Meta resumed charging for service messages and for utility messages sent inside the 24-hour customer service window, which had been free. Each business number still gets 1,000 free service messages a month (Meta pricing page, as of October 2026).
  • Your WhatsApp Business app can keep working. Meta's coexistence option keeps a number on the WhatsApp Business app while it is connected to the Cloud API. Up to six months of chat history can be synced, but only within 24 hours of connecting.

So ask every vendor: does Meta bill us directly, or do you resell messages with a margin? Majlis runs WhatsApp on Meta's official Cloud API, on a company number or each agent's own number, with the Business app still working; Majlis adds no per-message fee and Meta bills the business directly. See our WhatsApp Business API guide for real estate and the WhatsApp CRM page.

Rule: If a CRM's WhatsApp works by scanning a QR code with an agent's personal phone, it is not the official platform.

How should a CRM route leads and track response time?

Lead routing is the set of rules that decides which agent gets a new lead and what happens if they do not act. A lead that waits an hour on a Friday evening has often booked a viewing with someone else.

Look for these routing options:

  • Rotation with a timer. Leads go to agents in turn, and an uncontacted lead moves to the next agent after a set time.
  • Teams. Off-plan, leasing and secondary teams want different leads, so a listing, ad form or website form should be able to send its leads to one team.
  • A shared pool. Leads that nobody has claimed should be visible and claimable, not lost in someone's inbox.
  • Working hours. A lead that arrives at 2am should not count as "missed" by 2:15am.
  • Response time reports. You want to see, per agent, how long it takes to make first contact.
  • Required steps. Stages that ask for a note or key details before a lead moves keep the pipeline honest.

In Majlis, lead rotation moves an uncontacted lead to the next agent, teams can run their own rotation, working hours pause the timers, and pipeline stages can require fields or a note before a lead moves on. More on this on the lead management page.

Tip: In the demo, ask the vendor to create a test lead and show what happens if nobody touches it for 15 minutes.

What listing permit and advertising rules should the CRM help you follow?

In Dubai, property advertising needs a permit from the Dubai Land Department. The DLD's Real Estate Ad Permit service covers newspaper, SMS, outdoor, printed, online and billboard ads, plus open houses, exhibitions and project launches. As of October 2026 the DLD lists the fee as AED 1,000 for most permits and AED 5,000 for a project launch event, plus a AED 20 Knowledge and Innovation fee, with a service time of one working day. A broker applying must provide a copy of the marketing contract with the property owner for most permit types.

Since 24 April 2023, the DLD has required real estate companies to show the QR code issued with the permit on print and audiovisual ads, so buyers can scan it and check the ad is approved. In April 2025 the DLD said its AI-powered advertising governance platform had monitored over 279,000 ads on Property Finder, Dubizzle and Bayut since its launch at GITEX 2024.

What this means for your CRM choice:

  • The permit number should be a field on every listing, not a note in a description.
  • The system should refuse to push a listing to a portal without one.
  • You should be able to see which listings have permits and which do not, before the regulator does.

For the permit process itself, read our guide to the Trakheesi advertising permit, and for the wider rules see Dubai real estate laws in 2026.

How should a CRM measure agent performance and commission?

An agent performance report is a table of what each agent did (calls, WhatsApp messages, meetings, qualified leads) next to what they achieved (deals won, commission). Activity without results hides weak closers; results without activity hide lucky ones.

The minimum a sales manager should get:

  • Leads received, contacted and qualified per agent, for any period.
  • Meetings set and meetings done, not just "meetings".
  • Deals won and gross commission, with each agent's share.
  • A weekly summary emailed to the owner.

Commission is where many CRMs stop short. A Dubai deal often has two agents, a referrer or a co-broker. Ask whether the CRM can split commission per agent and keep a checklist (signed form, payment received, documents filed) before anyone is paid. Our guide to real estate commission in Dubai explains the usual structures, and the agent performance page shows what a good scoreboard looks like.

Who owns the client data when an agent leaves?

It should always be the agency. If leads live in agents' phones and private spreadsheets, a resignation can take a year of pipeline with it.

Ask four direct questions:

  1. When I deactivate an agent, where do their leads and contacts go? (They should move to a shared pool or a named colleague.)
  2. Can I still read every conversation they had on company WhatsApp numbers?
  3. Can I stop agents exporting the full contact list? (Exports should be a permission, not a default.)
  4. Can I limit an agent to seeing only their own leads?

UAE law adds a second reason to care. Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data came into force on 2 January 2022. According to the UAE government portal, it prohibits processing personal data without the owner's consent except in specific cases, gives people the right to correct inaccurate data and to restrict or stop its processing, and sets requirements for transferring personal data across borders. Client data in one controlled system, with permissions, is far easier to manage under that law than data on 20 phones. Our post on how to stop agents taking clients goes further.

What does "local fit" mean for real estate agency software in the UAE?

Real estate agency software for the UAE should feel local without workarounds:

  • AED everywhere. Budgets, deal values, commission and invoices in AED.
  • Dubai time. Reminders, timers and reports in Asia/Dubai time, with a working week you can set.
  • Arabic and English. Agents should be able to handle Arabic WhatsApp messages, ideally with translation for those who do not read Arabic.
  • Dubai vocabulary. Communities such as JVC and Dubai Hills, off-plan versus secondary, developers and projects as proper fields.
  • Data handling. Ask where data is hosted, how it is encrypted and how cross-border transfer is handled under UAE law. Get it in writing.

How do you score real estate agency CRMs side by side?

Use one table for every vendor, filled in right after the demo. Score each area from 0 to 5 and multiply by its weight. The weights below suit a typical sales and leasing agency of 10 to 40 agents; change them to fit yours.

AreaWeightScore 0 to 5What earns a 5
Portal leads (PF, Bayut, Dubizzle)4All three arrive automatically with the listing, duplicates merged
Official WhatsApp4Meta's platform, company number, chats beside the lead, no message markup
Lead routing and response time3Rotation with timers, teams, pool, working hours, response report
Listing compliance2Permit number required before portal push
Agent performance and commission3Activity and results per agent, commission splits, weekly report
Data ownership and permissions3Leads reassigned on exit, export permissions, visibility rules
Local fit2AED, Dubai time, Arabic support, written data answers
Migration and onboarding2Imports your data with history, trains your team
Three-year cost2Clear, predictable, no paid add-ons for core features

The maximum is 125 (a weight total of 25 multiplied by 5).

Worked example. An agency in Business Bay scores two vendors. Vendor A scores 5 on portal leads (20 points), 2 on WhatsApp because it only links personal phones (8), and 4 on routing (12). Vendor B scores 4 on portal leads (16), 5 on WhatsApp (20) and 5 on routing (15). On those three areas alone, B leads 51 to 40, even though A had the slicker portal demo.

What questions should you ask in a CRM demo?

Bring these, and ask the vendor to show the answer live in the product rather than on a slide.

  1. Show me a Bayut enquiry arriving and being assigned. How long did it take?
  2. What happens if the agent does not call that lead in 10 minutes?
  3. Is your WhatsApp on Meta's official platform? Who does Meta bill, and do you add anything per message?
  4. Show me what happens to an agent's leads and chats when I deactivate them.
  5. Where is the permit number on a listing, and what happens if it is missing?
  6. Show me last month's performance for one agent: calls, meetings, deals, commission.
  7. How do I get my current data in, including notes and history? Who does the work?
  8. Which features cost extra? Is there a minimum number of seats or a long contract?
  9. Can managers ask about the pipeline in plain English through ChatGPT or Claude? (See connecting a real estate CRM to Claude and ChatGPT.)

What are the red flags when choosing a CRM for real estate agencies?

  • "WhatsApp integration" that means scanning a QR code with a personal phone. That is not Meta's official platform.
  • Portal connections that are "coming soon". Buy what works today.
  • Core features sold as add-ons. If WhatsApp, reporting or automation cost extra, the real price is higher than quoted.
  • Long lock-in with no trial. You should be able to test the product with your own team and leads before committing.
  • No clear export of your own data. You must be able to leave with it.
  • A generic CRM with "real estate" in the name. If it has no idea what a permit number or portal reference is, expect workarounds forever.

How do you migrate to a new real estate agency CRM without losing leads?

Plan it as a short project with one person in charge.

StepWhat to doTypical time
1. CleanExport, remove duplicates, fix phones to +971 format2 to 5 days
2. MapSet stages, sources and fields; map old columns1 to 2 days
3. ImportImport into the right pipeline and stage, with owners and history1 day
4. ConnectSwitch portal lead delivery, WhatsApp and website forms to the new CRM1 to 3 days
5. Run in parallelKeep the old system read-only for a short period so nothing is lost1 to 2 weeks
6. Train and enforceShort sessions per role; daily pipeline reviews for a monthOngoing

Treat these times as a rough plan; a large database takes longer.

Watch out: Switch portal lead delivery on a weekday morning, not on a Friday afternoon. The weekend is when you least want leads landing in a system nobody is watching.

What does a real estate agency CRM really cost?

Total cost of ownership is everything you pay to run the CRM over its life, not just the monthly licence. Compare vendors over three years using the same categories:

Cost categoryWhat to ask
LicencesPer user or flat? Minimum seats? Monthly or yearly only? Price rises at renewal?
Add-onsAre WhatsApp, automation, reporting, AI or portal connections extra?
MessagingDoes Meta bill you directly for WhatsApp, or does the vendor resell with a margin?
Setup, migration and trainingIncluded? Who imports the data?
Internal timeHow many hours a week will agents and admins spend on manual work the CRM does not do?

Worked example of hidden cost. Take an agency with 15 agents where each agent spends 30 minutes a day copying portal leads and logging WhatsApp chats by hand. Over a 22-day working month that is 15 x 0.5 x 22 = 165 hours. If you value an agent's time at AED 100 an hour (use your own figure), that is AED 16,500 a month of selling time spent on admin, before counting a single lead that slipped through. A cheap CRM that leaves that work in place can cost more than it saves.

Add WhatsApp to the same sheet: Meta prices messages by category and country and changed some rates on 1 October 2026, so use its current rate card.

Where does Majlis fit?

Majlis is a real estate agency CRM built for Dubai and UAE agencies. It brings Property Finder, Bayut and Dubizzle enquiries, WhatsApp on Meta's official Cloud API, lead ads and website forms into one pipeline; routes leads by rotation and team with timers that respect working hours; requires a permit number before a listing goes to the portals; tracks every agent's activity, deals and commission shares with a weekly email report to owners; and moves a departing agent's leads to the General Pool. It imports spreadsheets into a chosen pipeline and stage, and imports directly from Bitrix24 with its history. Every feature is in every plan, with no minimum seats and a 14-day free trial. See the CRM for real estate agencies page, or book a demo and bring the questions above.

Frequently asked questions

What is the best CRM for a real estate agency in Dubai?

The CRM that scores highest on your own checklist: portal leads, WhatsApp on Meta's official platform, fast lead routing, listing permit control, agent performance and data ownership. Test it with your own leads during a trial and weigh three-year cost, not the monthly price.

Do I need the WhatsApp Business API, or is the WhatsApp Business app enough?

The Business app works for one person on one phone, but it does not connect chats to a CRM or give managers visibility. Meta's WhatsApp Business Platform does, and with Meta's coexistence option you can keep using the Business app on the same number. Meta bills platform messages per message.

How much does a DLD advertising permit cost?

As of October 2026 the Dubai Land Department lists AED 1,000 for most advertising permits and AED 5,000 for a project launch event, plus a AED 20 Knowledge and Innovation fee. The service time is one working day, and brokers must provide the marketing contract with the owner for most permit types.

What happens to leads when an agent leaves the agency?

In a well set-up CRM, nothing is lost: their leads and contacts move to a shared pool or a colleague, and managers can still read chats on company WhatsApp numbers. Leads kept on a personal phone usually leave with the agent.

Does UAE data protection law apply to my CRM?

Very likely. Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, in force since 2 January 2022, governs processing of personal data such as client names and numbers. It requires consent except in specific cases and sets rules for cross-border transfer, so ask every vendor where data is hosted and get the answer in writing.

This is general information, not legal advice. Check current rules with the Dubai Land Department and a qualified adviser before acting.
