Quick answer: The WhatsApp Business API for real estate (Meta's Cloud API) lets a brokerage run WhatsApp from a CRM, with several numbers, approved templates and bulk sends. Replies inside 24 hours of a client's message are free. In the UAE, as of October 2026, Meta charges AED 0.2115 per marketing template and AED 0.0576 per utility template.
Key takeaways
- The WhatsApp Business app is free and built for one person on one phone. The WhatsApp Business API (Cloud API) is for teams: many numbers, a CRM, templates and automation.
- Since 1 July 2025 Meta charges per delivered template message, not per conversation. Ordinary replies inside the 24-hour customer service window cost nothing.
- UAE list rates from 1 October 2026: marketing AED 0.2115, utility and authentication AED 0.0576. The rate follows the recipient's country code, so a London buyer costs the UK rate.
- With coexistence, a number already on the WhatsApp Business app can join the API and keep working on the phone. Messages sent from the app stay free.
- Meta requires opt-in before you message anyone, and UAE Cabinet Resolution 56 of 2024 treats marketing messages on social media apps as telemarketing.
- Templates that start or end with a variable, mix a promotion into a utility message, or ask for ID numbers get rejected or recategorised.

Most Dubai agents already run their business on WhatsApp. The question for a brokerage is whether to stay on personal phones and the free Business app, or move to the WhatsApp Business API for real estate teams, where every chat sits next to the lead. Below: the differences, setup, what Meta charges in the UAE, template rules and ten templates to adapt.
What is the WhatsApp Business API for real estate?
The WhatsApp Business API is Meta's programmatic access to WhatsApp for businesses, which a CRM or other software uses to send and receive messages on a business number. Meta's own description is that the platform "is not an app" but a collection of APIs that developers use to connect WhatsApp to systems such as a CRM.
The WhatsApp Cloud API is the version Meta hosts itself. It is what people usually mean by "the official WhatsApp API" in 2026. A template is a pre-approved message format that a business must use to start a conversation, or to write to someone more than 24 hours after their last message.
WhatsApp Business app vs Business API: which does a real estate brokerage need?
Meta positions the app for small businesses that personally manage their conversations, and the platform for medium and large businesses that message customers at scale. Here is how the two compare for an agency.
| WhatsApp Business app | WhatsApp Business API (Cloud API) | |
|---|---|---|
| Who it is for | One agent or a very small team | Brokerages with several agents |
| Phone numbers | One per app | Several per business portfolio (2 at first, up to 20 after verification) |
| Where you reply | Phone, plus linked devices | A CRM or inbox, and the phone too with coexistence |
| Starting a conversation | Free text to anyone | Approved templates only, outside the 24-hour window |
| Sending to many people | Broadcast lists: up to 256 contacts each, and only people who saved your number receive them | Template sends to opted-in contacts, within your messaging limit |
| Manager visibility | Only by holding the phone | Every chat in one system |
| Cost | Free | Per delivered template; replies inside 24 hours free |
| When an agent leaves | The history leaves with the phone | Leads and records stay with the brokerage |
A solo agent can live on the app. Once five agents are answering Bayut, Property Finder and Dubizzle enquiries, nobody can see who replied and a resignation takes the client history with it. That is when the API pays for itself.
Can you keep the WhatsApp Business app on the same number?
Yes. Meta calls this coexistence: a number already on the WhatsApp Business app is connected to the Cloud API and keeps working on the phone, with one-to-one chats mirrored between the app and the API. What Meta's documentation says, as of October 2026:
- The phone needs WhatsApp Business app version 2.24.17 or higher.
- Messages sent from the app stay free; messages sent through the Cloud API follow Cloud API pricing.
- Contacts and up to about six months of chat history (Meta also says 180 days) can be imported, but only within 24 hours of connecting, and each sync runs once.
- Broadcast lists are disabled (existing ones become read-only), group chats are not synchronised, and disappearing messages, view-once and live location are switched off for one-to-one chats.
- Linked devices are unlinked on connection and must be linked again; up to four supported companion devices work. Windows and WearOS companions are not supported.
Watch out: Meta says a number can be disconnected if the primary phone is inactive for about 14 days. An agent on a long holiday should open the app on their phone now and then.
Coexistence is what makes one number per agent realistic: agents keep the number clients already saved, and the brokerage gets the chats in its CRM.
How do you get WhatsApp Business API access in the UAE?
You do not apply to Meta in a form and wait. You connect through a provider (a CRM or messaging platform that is a Meta Tech Provider or Solution Partner), usually in Meta's own Embedded Signup window, which is a Meta login popup that creates or picks your business portfolio, WhatsApp Business account and number in a few screens.
| Step | What you do | What to have ready |
|---|---|---|
| 1. Business portfolio | Create or choose your company's portfolio in Meta Business Suite | A Facebook login with full control of the portfolio |
| 2. Business verification | Security Center > Start verification | Legal name, address, phone and website matching your trade licence; the site must load over https |
| 3. Phone number | Pick the company number, or each agent's number | A number with a country code that can receive an SMS or voice call, and is not registered on WhatsApp (unless you use coexistence) |
| 4. Display name | Enter the name clients will see | A name that matches your brand on your website |
| 5. Connect | Finish Embedded Signup from your provider's settings | A two-step verification PIN for the number |
| 6. Templates | Write and submit your first templates | Sample values for every variable |
Business verification
Business verification is Meta confirming that your portfolio belongs to a real, registered company. You enter your legal name, address, phone and website; if Meta finds no match, it asks for official documents such as your trade licence. You then confirm by email, phone, text, WhatsApp or domain. It does not give you a blue badge.
Why bother: a new portfolio can register only 2 business phone numbers and message 250 unique people per rolling 24 hours outside the customer service window. Verifying is one of the routes to a 2,000 limit, and Meta raises the number cap to 20 after verification.
Display name rules for a brokerage
Meta reviews the display name against its guidelines. The ones that catch real estate businesses:
- No generic terms or bare locations. "Dubai Property" or "Luxury Villas" will fail, the way Meta rejects "Fashion" and "New York".
- No "Official" or "Verified" in the name, and no mention of WhatsApp, Meta or Facebook.
- No promotional language ("Zero commission rentals") and no website or email address as the name.
- It must match your legal name or your public branding. If your trade name differs from the licence, your website should show the link.
- An agent's name can be added to the brand. Meta lists "Fresh Produce Juices - Jessica" as acceptable, so "Palm Crest Realty - Aisha" works for an agent's own number, while "Aisha Homes" with no business link does not.
Meta allows 10 display name changes per 30 days, so get it right once rather than experimenting.
How much does the WhatsApp Business API for real estate cost in the UAE?
Since 1 July 2025, Meta charges per delivered template message. The price depends on the template's category and the recipient's country calling code. There is no charge for the API itself from Meta; what you pay a provider for its software is separate.
What is free:
- Replies inside the customer service window. When a client messages you, a 24-hour window opens. Every non-template message you send in it is free, and so are utility templates.
- Click-to-WhatsApp ads. If someone messages you from a Click to WhatsApp ad or a Facebook Page button on the mobile app, and you reply within 24 hours, a 72-hour free entry point window opens in which every message is free.
UAE rates per message (from 1 October 2026)
| Category | AED per message | USD per message | Typical real estate use |
|---|---|---|---|
| Marketing | 0.2115 | 0.0576 | New listing alerts, price drops, launches, "still looking?" |
| Utility | 0.0576 | 0.0157 | Viewing confirmations, rent and cheque reminders, renewal notices |
| Authentication | 0.0576 | 0.0157 | One-time passcodes (rare for brokerages) |
| Authentication-international | 0.1872 | 0.051 | Passcodes sent by a business from outside the UAE |

Your buyers' country changes the price
The rate follows the recipient's number, not yours. A marketing template to a Dubai investor with a UK number costs the UK rate. From the same 1 October 2026 AED rate card:
| Recipient's country | Marketing (AED) | Utility (AED) |
|---|---|---|
| United Arab Emirates | 0.2115 | 0.0576 |
| Saudi Arabia | 0.2115 | 0.0393 |
| India | 0.0433 | 0.0051 |
| United Kingdom | 0.2330 | 0.0808 |
| Russia | 0.2945 | 0.1469 |
| Germany | 0.5012 | 0.2019 |
Worked example: a 10-agent brokerage in Business Bay
| Messages in one month | Count | Rate (AED) | Cost (AED) |
|---|---|---|---|
| New listing alerts to UAE numbers (marketing) | 1,500 | 0.2115 | 317.25 |
| New listing alerts to UK numbers (marketing) | 300 | 0.2330 | 69.90 |
| Viewing confirmations sent cold, outside the window (utility) | 400 | 0.0576 | 23.04 |
| Viewing confirmations sent while the client was chatting (utility, in window) | 200 | 0 | 0.00 |
| Rent renewal and cheque reminders (utility) | 250 | 0.0576 | 14.40 |
| All replies to leads inside 24 hours | Unlimited | 0 | 0.00 |
| Total | 424.59 |
Marketing is where the money goes. Replying fast is the cheapest habit: a viewing confirmation sent while the client is in the chat is free, the same message the next morning is not. These are Meta's list rates; tax and billing currency can change your invoice.
What are WhatsApp template categories, and how does approval work?
Every template is one of three categories, and the category sets the price.
- Marketing: anything promotional, from awareness to sales. A template that mixes a promotion into an update, or has unclear content such as just "{{1}}", is marketing.
- Utility: typically triggered by a user action or request. It must be non-promotional and specific to the user (their viewing, their tenancy, their payment) or essential to them.
- Authentication: one-time passcodes only, built from Meta's template library.
Review is automatic and can take up to 24 hours. Since 9 April 2025, a template submitted as utility that Meta reads as marketing is approved as marketing. Meta also re-checks approved templates and can switch a utility template to marketing, normally with a day's notice; you have 60 days to appeal. A business that keeps mislabelling marketing as utility can be rate limited or blocked from utility templates.
Common rejection reasons from Meta's review guide:
- The message starts or ends with a variable. "{{1}}, your viewing is confirmed" fails; "Hi {{1}}, your viewing is confirmed." passes.
- Variables out of order ({{1}}, {{2}}, {{5}}) or mismatched curly braces.
- Too many variables for the length of the message.
- Asking for full card numbers, bank account numbers or national ID numbers. Do not ask for an Emirates ID number in a template.
- Threatening language, such as legal action over a late cheque.
- The same wording as one of your existing templates.
A verified business can hold up to 6,000 templates per WhatsApp account; an unverified one, 250. Templates unused for 12 months are archived.
10 WhatsApp templates for real estate you can adapt
These follow Meta's rules: no variable at the start or end, one purpose per template, no promotion inside a utility message. Meta makes the final call on category, so treat the labels as what to submit, not a guarantee.
1. Enquiry reply (utility, when they asked to be contacted on WhatsApp)
Hi {{1}}, thanks for your enquiry about {{2}}. I'm {{3}} from {{4}} and I'll be handling it. When is a good time to talk today?
If the lead came from a portal and did not ask for WhatsApp, Meta may treat this as marketing.
2. Viewing confirmation (utility)
Hi {{1}}, your viewing of {{2}} is confirmed for {{3}} at {{4}}. {{5}} will meet you at the building lobby. Reply here if you need to change the time.
3. Viewing reminder, morning of (utility)
Good morning {{1}}, a reminder of your viewing today at {{2}}, {{3}}. Please bring your Emirates ID or passport for building security. See you there.
4. After the viewing (utility only if it is about that viewing)
Hi {{1}}, thank you for viewing {{2}} today. If you have questions about the unit, the service charges or the next steps, reply here and I'll answer them.
Add "we have three similar units" and it becomes marketing.
5. New listing alert (marketing)
Hi {{1}}, a new {{2}} has just come up in {{3}} within your budget: {{4}}. Would you like the floor plan and photos? Reply STOP to opt out of listing alerts.
6. Price reduction (marketing)
Hi {{1}}, the asking price of {{2}} in {{3}} has been reduced to AED {{4}}. Let me know if you'd like to see it this week. Reply STOP to opt out.
7. Rent renewal reminder to a tenant (utility)
Dear {{1}}, your tenancy for {{2}} ends on {{3}}. Please let us know by {{4}} whether you plan to renew or move out, so we can prepare the paperwork.
Check the notice period in the tenancy contract and the rental rules before you set the date; see our guide to the Dubai rental index and rent increases.
8. Rent cheque or payment reminder (utility)
Dear {{1}}, this is a reminder that the rent cheque of AED {{2}} for {{3}} is due on {{4}}. Please make sure the account is funded. Thank you.

Do you need opt-in to message clients on WhatsApp in the UAE?
Yes, twice over.
Meta's rule. The WhatsApp Business Messaging Policy (updated 23 September 2026) says you may only contact people who have given you their number and have opted in to receive messages from you. You must honour any request, on or off WhatsApp, to stop. You choose how to collect opt-in, but you are responsible for it meeting the law. Meta also recommends separate opt-ins per message type, so "send me details about this unit" is not consent to weekly listing alerts.
UAE law. Cabinet Resolution No. 56 of 2024 on telemarketing, in force since late August 2024, defines telemarketing to include marketing messages through social media applications. A WhatsApp listing blast to people who never asked for it is telemarketing, with the same calling hours (9:00 am to 6:00 pm), Do Not Call Registry and consent rules as a cold call. Our guide to cold calling rules in the UAE covers the articles and fines.
Good opt-in in practice:
- A tick box on your website form: "Send me new listings on WhatsApp", stored with the date.
- A client who messages you first, then agrees in the chat to receive alerts.
- Every marketing template ends with how to opt out ("Reply STOP"), and a STOP is removed the same day.
A purchased owner list is not opt-in, on either count.
WhatsApp Business description for real estate: examples
Your profile has a short "About" line (up to 139 characters) and a longer description (up to 512 characters), plus address, email and up to two websites. The description is what a client reads before they decide whether to reply. Keep it factual: who you are, where you work, what you do, how to reach you.

Replace the ORN and BRN with your real numbers so clients can check you. See our guide to the RERA broker card for what each number means. Avoid "No.1 agency" or "best prices" claims you cannot prove.
One WhatsApp number per agent or one company number?
| One company number | A number per agent | |
|---|---|---|
| Client experience | A brand, not a person; replies can come from anyone | The agent they know, on the number they saved |
| When an agent leaves | The number and chats stay with the brokerage | The number is the agent's; the leads and history must already be in the CRM |
| Manager visibility | Every conversation in one place | Only if each number is connected to the CRM |
| Meta limits | One display name and one quality rating | Up to 20 numbers per verified portfolio, sharing one messaging limit |
| Best for | Leasing desks, property management, campaigns | Sales agents with their own client base |
Many brokerages do both: a company number for campaigns, portal auto-replies and property management, and agents' own numbers for their active buyers. Two things to know before you choose. First, messaging limits are set at the business portfolio level, so all numbers share one limit and one agent's campaign can use up everyone's capacity. Second, Meta's page caps a verified portfolio at 20 numbers; a larger team should ask its provider how numbers beyond that are handled. If agents leaving with clients worries you, read how to stop agents taking clients.
How do you avoid getting your WhatsApp number banned or limited?
- Use the official API. Unofficial gateways that automate a normal WhatsApp account break Meta's terms and are the usual way numbers get banned. A banned number has to go through Meta's appeal before it can be registered again.
- Only message people who opted in. Blocks and reports drive your quality rating. Low-quality templates can be paused or disabled, and a portfolio only scales its limit while quality stays high.
- Grow slowly. A new portfolio starts at 250 unique people per 24 hours outside the service window. The limit rises one level (2,000, 10,000, 100,000, unlimited) when quality is high and you have used at least half your current limit in the last 7 days.
- Be honest about the category. Hiding promotions inside utility templates leads to warnings, rate limits and utility restrictions.
- Keep a human escalation path. Meta allows automation inside the 24-hour window but requires a prompt, clear way to reach a person.
How does Majlis CRM connect to WhatsApp?
Majlis CRM uses Meta's official Cloud API, connected through Meta's Embedded Signup. A brokerage can connect the company number, let each agent connect their own number, or both, and the WhatsApp Business app on the phone keeps working. Chats sit beside the lead, templates and bulk sends go out from the CRM, and the AI reads chats and suggests reply drafts that the agent edits and sends. Founders see every conversation on company numbers.
Majlis adds no fee on messages: Meta bills your WhatsApp account directly at the rates above. See the WhatsApp integration and WhatsApp CRM pages for how it works, or book a demo to see it with your own numbers.
Frequently asked questions
Is the WhatsApp Business API free?
Partly. Meta charges nothing for replies inside the 24-hour customer service window, for utility templates sent inside it, or for messages in the 72-hour window after a Click to WhatsApp ad. You pay per delivered template outside those windows, and your provider may charge for its software separately.
How much is a WhatsApp marketing message in the UAE?
AED 0.2115 (USD 0.0576) per delivered marketing template to a UAE number, on Meta's rate card effective 1 October 2026. Utility and authentication templates are AED 0.0576. The rate follows the recipient's country code, so the same message to a UK number costs AED 0.2330.
Can I use the WhatsApp Business app and the API on the same number?
Yes, through coexistence, with app version 2.24.17 or later. One-to-one chats are mirrored, messages from the app stay free, and recent history can be imported within 24 hours of connecting. Broadcast lists and group chat sync stop working.
How long does WhatsApp template approval take?
Meta reviews templates automatically, and review can take up to 24 hours. Many are approved in minutes. A rejected template can be edited and resubmitted, and a recategorised one can be appealed within 60 days.
Can I send WhatsApp messages to a list of property owners?
Only if they opted in to hear from you. Meta's policy requires opt-in, and Cabinet Resolution 56 of 2024 treats marketing messages on social media apps as telemarketing, with the Do Not Call Registry, calling hours and consent rules that come with it. A bought list does not meet either.
This is general information about Meta's policies and UAE rules as of October 2026, not legal advice. Check the current rate card and get legal advice before running WhatsApp marketing campaigns.
